Eligibility Requirements
Step-by-Step Application Process
Check Eligibility via Self-Assessment Tool (SAT)
Use the MOM Self-Assessment Tool (SAT) to check whether your profile is likely to qualify for the Employment Pass. The SAT evaluates your salary, qualifications, and the COMPASS framework score to give a preliminary indication.
1 day- The SAT is available at sat.mom.gov.sg and gives an instant result
- Minimum salary is SGD 5,000/mo for younger applicants but increases with age and experience
- The COMPASS framework assesses: salary vs local benchmarks, qualifications, diversity, and employer support for local employment
- If SAT indicates unlikely approval, discuss with your employer about adjusting the salary or role scope
Employer Advertises on MyCareersFuture
Your Singapore employer must advertise the job position on the MyCareersFuture portal for at least 14 consecutive days before submitting your EP application. This is part of the Fair Consideration Framework (FCF) to ensure local candidates are considered.
14 days minimum- The job ad must match the role and salary offered to the EP candidate
- Small companies (fewer than 10 employees) may be exempt from this requirement
- Intra-corporate transferees may also be exempt under certain conditions
- Your employer handles this step entirely β you do not need to do anything
Employer Submits EP Application
Your employer (or their appointed employment agent) submits the Employment Pass application through the MOM EP Online portal. The application includes your personal details, qualifications, job details, and all supporting documents.
1-2 days- Only the employer or an authorized employment agent can submit the application β candidates cannot self-apply
- Ensure all documents are certified true copies where required
- The application fee of SGD 105 is paid at submission
- Double-check that salary and job title match the MyCareersFuture advertisement
MOM Review and Approval
The Ministry of Manpower (MOM) reviews the application, including the COMPASS score assessment, background checks, and verification of documents. MOM may request additional information during this period.
3-8 weeks- Most straightforward applications are processed within 3 weeks
- Complex cases or those requiring additional verification can take up to 8 weeks
- Respond promptly to any MOM queries β delays in response extend processing time
- You can check application status online through EP Online
Receive In-Principle Approval and Enter Singapore
Upon approval, MOM issues an In-Principle Approval (IPA) letter valid for 6 months. Use this letter to enter Singapore if you are abroad. The IPA serves as a single-entry visa.
1-3 days- The IPA letter is valid for 6 months from the date of issue β you must collect your EP card within this period
- If you are already in Singapore on a valid pass, you do not need to leave and re-enter
- Print the IPA letter and carry it when entering Singapore
- Begin arranging accommodation and banking before arrival
Collect Employment Pass and Register Fingerprints
Visit the Employment Pass Services Centre (EPSC) to register your fingerprints and have your photo taken. Your physical EP card will be mailed to your registered Singapore address within 4 working days.
1-2 weeks- Book your EPSC appointment online before visiting
- Bring your passport, IPA letter, and a completed medical declaration form
- The issuance fee of SGD 225 is payable at this stage
- Your EP card is your primary identification for employment and banking in Singapore

Frequently Asked Questions
Can I apply for the Employment Pass myself?
No. Only your Singapore-based employer or an authorized employment agent can submit the EP application on your behalf. You cannot self-sponsor an Employment Pass.
What is the COMPASS framework?
COMPASS (Complementarity Assessment Framework) is a points-based system introduced in 2023 that evaluates EP applications across four criteria: salary relative to local benchmarks, qualifications, employer diversity, and support for local employment. You need at least 40 points to pass. Bonus points are available for shortage occupations and strategic economic priorities.
Can I bring my spouse and children?
Yes. If you earn SGD 6,000 or more per month, your spouse and children (under 21) can apply for a Dependant's Pass. If you earn SGD 6,000+, your parents can apply for a Long-Term Visit Pass. Each dependant requires a separate application and fees.
What is Singapore's tax rate?
Singapore has a progressive personal income tax rate from 0% to 24% (top bracket for income above SGD 1M). Effective rates are low: someone earning SGD 100,000/yr pays about 5.65% effective tax. There is no capital gains tax. Foreign-sourced income is generally not taxed unless received in Singapore.
Can I change employers on an Employment Pass?
Your EP is tied to your employer. If you change jobs, your new employer must apply for a new EP. You should not start work for the new employer until the new EP is approved. There is typically no gap if handled correctly.
What is the path to permanent residency?
After holding an EP for at least 6 months, you can apply for Singapore Permanent Residency (PR). PR approval is discretionary and considers factors like salary, time in Singapore, qualifications, age, and family ties. PR leads to eligibility for citizenship after 2 further years.
